Afghanistan says Pakistan will help in peace talks

KABUL, Afghanistan (AP) — A top Afghan peace mediator hailed Pakistan's recent decision to free nine members of the Taliban who favor negotiations, saying Saturday it was a sign Islamabad is willing to help bring the militant group to the table and end Afghanistan's 11-year-old war.

The cooperation of Pakistan, which has longstanding ties to the Taliban, is seen as key to jumpstarting the stalled Afghan peace process. The Afghan and U.S. governments accuse Islamabad of backing insurgents — an allegation Pakistan denies — and say many militant leaders are hiding in the country.

Afghanistan needs Pakistan's help in reaching out to top Taliban leaders, but still insists that peace talks be led by Afghans, saying it will fight those who try to interfere.

Salahuddin Rabbani, the head of the High Peace Council who led a delegation to Islamabad this week, said Pakistan's prisoner release marked a shift in the neighboring country's policy. In the past, the Pakistanis have arrested Taliban figures interested in peace talks with the Afghan government, he said, but now the government is releasing them and pledging to give them safe passage to negotiations.

"It seems that Pakistani officials have realized that a close cooperation between Afghanistan and Pakistan can be effective for the peace initiative," Rabbani said. "Of course, this is a vision we have been insisting on for a long time."

Rabbani, whose delegation spent four days in Islamabad this week meeting with high-ranking government, political and religious leaders, said Pakistan has pledged to release additional Taliban prisoners who will be allowed to stay in Pakistan, return to Afghanistan or seek residence in a third country. While nothing can guarantee they won't rejoin Taliban fighters, Rabbani said he was confident that they would continue to cooperate with the peace council. "We will be in contact with those released," he said.

Some members of the peace council suggested that Pakistan's religious and political leadership might be having a change of heart — in part because of violence committed by Pakistan's branch of the Taliban movement.

"This is the first time that we really saw some changing of the minds while we were speaking," said Qayumuddin Kashaf, a member of peace council and head of the top religious council in Afghanistan. He said that in the past, Pakistani religious leaders insisted that insurgents were waging a holy war in Afghanistan. "Now we see some changing of the mindset because the security situation in Pakistan is very bad if not worse than Afghanistan."

Others in Kabul believe, however, that Pakistan may simply be playing a waiting game, trying to appease Afghanistan with small gestures until international troops leave Afghanistan and the Taliban can try to mount a comeback.

Despite the prisoner release, the peace process still has little traction and has experienced many setbacks, including the assassination of Rabbani's father in September 2011. Burhanuddin Rabbani, a former Afghan president and the first leader of the peace council, was killed in his Kabul home by a suicide bomber posing as an emissary from the Taliban.

It's unclear whether the Taliban are interested in negotiating peace, but the insurgent group welcomed the release of the prisoners. "Without a doubt, releasing prisoners fosters confidence between two neighboring countries and their nations," Taliban spokesman Zabihullah Mujahid said in a statement issued Friday.

During the delegation's trip, both countries appealed to the Taliban to join the peace process and sever ties with al-Qaida and other international terror networks. They said Pakistan, Afghanistan and the United States would provide safe passage to members of the Taliban who want to talk with negotiators.

They agreed to work with the international community to remove prospective Taliban negotiators from the U.N. sanctions list so they can participate in any peace talks. The sanctions include a travel ban, arms embargo and assets freeze.

Afghanistan and Pakistan also agreed to hold a conference of religious leaders and scholars from Islamic countries to address violence in the name of Islam, council members said.

The peace council did not identify the prisoners who were freed, but an Afghan official familiar with the peace process gave The Associated Press a list of eight. They were:

—Nooruddin Turabi, former Taliban justice minister.

—Jahangirwal, a special assistant to Taliban leader, Mullah Omar.

—Qutub, a Taliban leader.

—Abdul Salaam, former Taliban governor of Baghlan province.

—Maulvi Matiullah, the Taliban's director of the customs house in Kabul.

—Mahamad, the Taliban's former governor of Kunduz province.

—Sayed Saduddin Agha, a former Taliban commander.

—Allah Dad, the Taliban's former deputy minister of communication.

The ninth prisoner released was Anwarul Haq Mujahid, the son of the late Mohammad Yunus Khalis, who fought against the Soviets in Afghanistan in the 1980s. He has joined his family in the northwestern Pakistani city of Peshawar, according to a cousin and family friend who spoke on condition of anonymity because they were not authorized to talk to the media.

Afghan officials are still hoping for the release of the Taliban's former deputy leader, Mullah Abdul Ghani Baradar, who was captured in Pakistan in 2010. Baradar was reportedly conducting talks with the Afghan government that were kept secret from the Pakistanis.

Lady Gaga tweets some racy images before concert

BUENOS AIRES, Argentina (AP) — Lady Gaga's tweets were getting a lot of attention ahead of her Buenos Aires concert Friday night.

The Grammy-winning entertainer has more than 30 million followers on Twitter and that's where she shared a link this week to a short video showing her doing a striptease and fooling around in a bathtub with two other women.

She told her followers that it's a "surprise for you, almost ready for you to TASTE."

Then, in between concerts in Brazil and Argentina, she posted a picture Thursday on her Twitter page showing her wallowing in her underwear and impossibly high heels on top of the remains of what appears to be a strawberry shortcake.

"The real CAKE isn't HAVING what you want, it's DOING what you want," she tweeted.

Lady Gaga wore decidedly unglamorous baggy jeans and a blouse outside her Buenos Aires hotel Thursday as three burly bodyguards kept her fans at bay. Another pre-concert media event where she was supposed to be given "guest of honor" status by the city government Friday afternoon was cancelled.

After Argentina, she is scheduled to perform in Santiago, Chile; Lima, Peru; and Asuncion, Paraguay, before taking her "Born This Way Ball" tour to Africa, Europe and North America.

EU drug regulator OKs Novartis' meningitis B shot

LONDON (AP) — Europe's top drug regulator has recommended approval for the first vaccine against meningitis B, made by Novartis AG.

There are five types of bacterial meningitis. While vaccines exist to protect against the other four, none has previously been licensed for type B meningitis. In Europe, type B is the most common, causing 3,000 to 5,000 cases every year.

Meningitis mainly affects infants and children. It kills about 8 percent of patients and leaves others with lifelong consequences such as brain damage.

In a statement on Friday, Andrin Oswald of Novartis said he is "proud of the major advance" the company has made in developing its vaccine Bexsero. It is aimed at children over two months of age, and Novartis is hoping countries will include the shot among the routine ones for childhood diseases such as measles.

Novartis said the immunization has had side effects such as fever and redness at the injection site.

Recommendations from the European Medicines Agency are usually adopted by the European Commission. Novartis also is seeking to test the vaccine in the U.S.

Israel hits Hamas government buildings, reservists mobilized

GAZA/JERUSALEM (Reuters) - Israeli aircraft bombed Hamas government buildings in Gaza on Saturday, including the prime minister's office, after Israel's cabinet authorized the mobilization of up to 75,000 reservists in preparation for a possible ground invasion.


Palestinian militants in Gaza kept up cross-border salvoes, firing a rocket at Israel's biggest city Tel Aviv for the third straight day. Police said it was destroyed in mid-air by an Iron Dome anti-missile battery deployed hours earlier, and no one was injured.


Hamas, the Palestinian Islamist group that runs the Gaza Strip, said Israeli missiles wrecked the office building of Prime Minister Ismail Haniyeh - where he had met on Friday with the Egyptian prime minister - and struck a police headquarters.


In the Israeli Mediterranean port of Ashdod, a rocket ripped into several balconies. Police said five people were hurt.


With Israeli tanks and artillery positioned along the Gaza border and no end in sight to hostilities now in their fourth day, Tunisia's foreign minister travelled to the enclave in a show of Arab solidarity.


Officials in Gaza said 41 Palestinians, nearly half of them civilians including eight children and a pregnant woman, had been killed since Israel began its air strikes. Three Israeli civilians were killed by a rocket on Thursday.


In Cairo, a presidential source said Egyptian President Mohamed Mursi would hold four-way talks with the Qatari emir, the prime minister of Turkey and Hamas chief Khaled Meshaal in the Egyptian capital on Saturday to discuss the Gaza crisis.


Egypt has been working to reinstate calm between Israel and Hamas after an informal ceasefire brokered by Cairo unraveled over the past few weeks. Meshaal, who lives in exile, has already held a round of talks with Egyptian security officials.


Israel uncorked its massive air campaign on Wednesday with the declared goal of deterring Hamas from launching rockets that have plagued its southern communities for years. The salvoes recently intensified, and are now displaying greater range.


The operation has drawn Western support for what U.S. and European leaders have called Israel's right to self-defense, along with appeals to both sides to avoid civilian casualties.


Hamas, shunned by the West over its refusal to recognize Israel, says its cross-border attacks have come in response to Israeli strikes against Palestinian fighters in Gaza.


"We have not limited ourselves in means or in time," Israeli Foreign Minister Avigdor Lieberman said on Israel's Channel One television. "We hope that it will end as soon as possible, but that will be only after all the objectives have been achieved."


Hamas says it is committed to continued confrontation with Israel and is eager not to seem any less resolute than smaller, more radical groups that have emerged in Gaza in recent years.


The Islamist movement has ruled Gaza since 2007. Israel pulled settlers out of Gaza in 2005 but maintains a blockade of the tiny, densely populated coastal territory.


RESERVE TROOP QUOTA DOUBLED


At a late night session on Friday, Israel's cabinet decided to more than double the current reserve troop quota set for the Gaza offensive to 75,000, political sources said.


The move did not necessarily mean all would be called up or that an invasion would follow. Tanks and self-propelled guns were seen near the sandy border zone on Saturday, and around 16,000 reservists have already been summoned to active duty.


The Gaza conflagration has stirred the pot of a Middle East already boiling from two years of Arab revolution and a civil war in Syria that threatens to spread beyond its borders.


U.N. Secretary-General Ban Ki-moon is expected to visit Israel and Egypt next week to push for an end to the fighting in Gaza, U.N. diplomats said on Friday.


Hamas's armed wing claimed responsibility for Saturday's rocket attack on Tel Aviv, saying it had fired a longer-range, Iranian-designed Fajr-5 at the coastal metropolis, some 70 km (43 miles) north of the Gaza Strip.


After air raid sirens sounded, witnesses saw two white plumes rise into the sky over the southern outskirts of Tel Aviv and heard an explosion when the incoming rocket was hit.


The anti-missile battery had been due to take delivery of its fifth Iron Dome battery early next year but it was rushed into service near Tel Aviv after rockets were launched toward the city on Thursday and Friday. Those attacks caused no damage or casualties.


In Jerusalem, targeted by a Palestinian rocket on Friday for the first time in 42 years, there was little outward sign on the Jewish Sabbath that the attack had any impact on the usually placid pace of life in the holy city.


In Gaza, some families abandoned their homes - some of them damaged and others situated near potential Israeli targets - and packed into the houses of friends and relatives.


ISRAEL'S GAZA TARGETS


The Israeli army said it had zeroed in on a number of government buildings during the night, including Haniyeh's office, the Hamas Interior Ministry and a police compound.


Taher al-Nono, a spokesman for the Hamas government, held a news conference near the rubble of the prime minister's office and pledged: "We will declare victory from here."


A three-storey house belonging to Hamas official Abu Hassan Salah was also hit and totally destroyed early on Saturday. Rescuers said at least 30 people were pulled from the rubble.


In Washington, U.S. President Barack Obama commended Egypt's efforts to help defuse the Gaza violence in a call to Mursi on Friday, the White House said in a statement, and underscored his hope of restoring stability there.


On Friday, Egyptian Prime Minister Hisham Kandil paid a high-profile visit to Gaza, denouncing what he called Israeli aggression and saying Cairo was prepared to mediate a truce.


Egypt's Islamist government, freely elected after U.S.-backed autocrat Hosni Mubarak fell to a popular uprising last year, is allied with Hamas but Cairo is also party to a 1979 peace treaty with Israel.


In a call to Netanyahu, Obama discussed options for "de-escalating" the situation, the White House said, adding that the president "reiterated U.S. support for Israel's right to defend itself, and expressed regret over the loss of Israeli and Palestinian civilian lives".


Hamas fighters are no match for the Israeli military. The last Gaza war, involving a three-week long Israeli air blitz and ground invasion over the New Year period of 2008-09, killed over 1,400 Palestinians, mostly civilians. Thirteen Israelis died.


But few believe Israeli military action can snuff out militant rocket fire entirely without a reoccupation of Gaza, an option all but ruled out because it would risk major casualties and an international outcry.


While Hamas rejects the Jewish state's existence, Palestinian President Mahmoud Abbas, who rules in areas of the nearby West Bank not occupied by Israelis, does recognize Israel but peace talks between the two sides have been frozen since 2010.

Pakistan releases son of Afghan militant leader

PESHAWAR, Pakistan (AP) — The son of a legendary Afghan mujahedeen leader was among a group of Taliban prisoners released by Pakistan to help jumpstart peace negotiations with the militant group, the man's cousin and a family friend said Friday.

The decision to release the prisoners is seen as a signal to neighboring Afghanistan that Pakistan might be willing to take concrete steps to revive efforts to lure the group to the negotiating table.

Pakistan released Anwarul Haq Mujahid on Thursday, and he joined his family in the northwestern Pakistani city of Peshawar, said the cousin and family friend, speaking on condition of anonymity because they were not authorized to talk to the media.

Mujahid is the son of the late Maulvi Mohammad Yunus Khalis who fought against the Soviets in Afghanistan in the 1980s. Khalis, who was once invited to the White House by former President Ronald Regan, died in 2006.

Afghan officials said Thursday that Pakistan freed eight Taliban prisoners and agreed to release many more. Mujahid was not among the eight listed by the Afghan officials, which means at least nine prisoners have been freed.

The most prominent prisoner freed was former Justice Minister Nooruddin Turabi who served when the Taliban ruled Afghanistan.

The U.S. and its allies fighting in Afghanistan are pushing to strike a peace deal with the Taliban so they can withdraw most of their troops by the end of 2014. The prisoner release could help, but considerable obstacles remain. It is unclear whether the Taliban even intend to take part in the process, rather than just wait until foreign forces withdraw.

Pakistan is seen as key to the peace process. Islamabad has ties to the Taliban that date back to the 1990s, and many of the group's leaders are believed to be based on Pakistani territory, having fled there following the U.S.-led invasion of Afghanistan in 2001.

Also Friday, a Pakistani lawyer accused the military of sending thugs to beat him up after he challenged the army chief in court.

Inam Ur Raheem, a retired military lawyer, said three vehicles surrounded his taxi Wednesday night in the garrison city of Rawalpindi. Several unidentified men jumped out and attacked him with sticks, leaving him with cuts and bruises. He claimed they said they were there to teach him a lesson.

The attack came a day after Raheem filed a petition in the Islamabad High Court challenging the validity of a three-year extension given to army chief Gen. Ashfaq Parvez Kayani in 2010.

The army denied any role in the attack Friday, calling Raheem's allegations baseless.

How Obama’s Tech Team Helped Win the Election
















The Obama campaign‘s technologists were tense and tired. It was game day and everything was going wrong.


Josh Thayer, the lead engineer of Narwhal, had just been informed that they’d lost another one of the services powering their software. That was bad: Narwhal was the code name for the data platform that underpinned the campaign and let it track voters and volunteers. If it broke, so would everything else.













They were talking with people at Amazon Web Services, but all they knew was that they had packet loss. Earlier that day, they lost their databases, their East Coast servers, and their memcache clusters. Thayer was ready to kill Nick Hatch, a DevOps engineer who was the official bearer of bad news. Another of their vendors, StallionDB, was fixing databases but needed to rebuild the replicas. It was going to take time, Hatch said. They didn’t have time.


They had been working 14-hour days, six or seven days a week, trying to reelect the president, and now everything had been broken at just the wrong time. It was like someone had written a Murphy’s Law algorithm and deployed it at scale.

And that was the point. “Game day” was Oct. 21. The election was still 17 days away, and this was a live action role playing (LARPing!) exercise that the campaign’s chief technology officer, Harper Reed, was inflicting on his team. “We worked through every possible disaster situation,” Reed said. “We did three actual all-day sessions of destroying everything we had built.”


Hatch was playing the role of dungeon master, calling out devilishly complex scenarios that were designed to test each and every piece of their system as they entered the exponential traffic-growth phase of the election. Mark Trammell, an engineer who Reed hired after he left Twitter, saw a couple of game days. He said they reminded him of his time in the Navy. “You ran firefighting drills over and over and over, to make sure that you not just know what you’re doing,” he said, “but you’re calm because you know you can handle your sh–.”


The team had elite and, for tech, senior talent–by which I mean that most of them were in their 30s–from Twitter, Google, Facebook, Craigslist, Quora, and some of Chicago’s own software companies such as Orbitz and Threadless, where Reed had been CTO. But even these people, maybe especially these people, knew enough about technology not to trust it. “I think the Republicans f—– up in the hubris department,” Reed told me. “I know we had the best technology team I’ve ever worked with, but we didn’t know if it would work. I was incredibly confident it would work. I was betting a lot on it. We had time. We had resources. We had done what we thought would work, and it still could have broken. Something could have happened.”


In fact, the day after the Oct. 21 game day, Amazon services–on which the whole campaign’s tech presence was built–went down. “We didn’t have any downtime because we had done that scenario already,” Reed said. Hurricane Sandy hit on another game day, Oct. 29, threatening the campaign’s whole East Coast infrastructure. “We created a hot backup of all our applications to U.S.-west in preparation for U.S.-east to go down hard,” Reed said.


“We knew what to do,” Reed maintained, no matter what the scenario was. “We had a runbook that said if this happens, you do this, this, and this. They did not do that with Orca.”


The New Chicago Machine vs. the Grand Old Party


Orca was supposed to be the Republican answer to Obama’s perceived tech advantage. In the days leading up to the election, the Romney campaign pushed its (not-so) secret weapon as the answer to the Democrats’ vaunted ground game. Orca was going to allow volunteers at polling places to update the Romney camp’s database of voters in real time as people cast their ballots. That would supposedly allow them to deploy resources more efficiently and wring every last vote out of Florida, Ohio, and the other battleground states. The product got its name, a Romney spokesperson told NPR, because orcas are the only known predator of the one-tusked narwhal.


The billing the Republicans gave the tool confused almost everyone inside the Obama campaign. Narwhal wasn’t an app for a smartphone. It was the architecture of the company’s sophisticated data operation. Narwhal unified what Obama for America knew about voters, canvassers, event-goers, and phone-bankers, and it did it in real time. From the descriptions of the Romney camp’s software that were available then and now, Orca was not even in the same category as Narwhal. It was like touting the iPad as a Facebook killer, or comparing a GPS device to an engine. And besides, in the scheme of a campaign, a digitized strike list is cool, but it’s not, like, a game changer. It’s just a nice thing to have.


So, it was with more than a hint of schadenfreude that Reed’s team hears that Orca crashed early on Election Day. Later reports posted by rank-and-file volunteers describe chaos descending on the polling locations as only a fraction of the tens of thousands of volunteers organized for the effort were able to use it properly to turn out the vote.


Of course, they couldn’t snicker too loudly. Obama’s campaign had created a similar app in 2008 called Houdini. As detailed in Sacha Issenberg’s groundbreaking book, Victory Lab, Houdini’s rollout went great until about 9:30 a.m. on the day of the election. Then it crashed in much the same way that Orca did.


In 2012, Democrats had a new version, built by the vendor NGP VAN. It was called Gordon, after the man who killed Houdini. But the 2008 failure, among other needs, drove the 2012 Obama team to bring technologists in-house.


With Election Day bearing down on them, they knew they could not go down. And yet they had to accommodate much more strain on the systems as interest in the election picked up toward the end, as it always does. Mark Trammell, who worked for Twitter during its period of exponential growth, thought it would have been easy for the Obama team to fall into many of the pitfalls that the social network did back then. But while the problems of scaling both technology and culture quickly might have been similar, the stakes were much higher. A fail whale (cough) in the days leading up to or on Nov. 6 would have been neither charming nor funny. In a race that at least some people thought might be very close, it could have cost the president the election.


And, of course, the team’s only real goal was to elect the president. “We have to elect the president. We don’t need to sell our software to Oracle,” Reed told his team. But the secondary impact of their success or failure would be to prove that campaigns could effectively hire and deploy top-level programming talent. If they failed, it would be evidence that this stuff might be best left to outside political technology consultants, by whom the arena had long been handled. If Reed’s team succeeded, engineers might become as enshrined in the mechanics of campaigns as social-media teams already are.


We now know what happened. The grand technology experiment worked. So little went wrong that Trammell and Reed even had time to cook up a little pin to celebrate. It said, “YOLO,” short for “You Only Live Once,” with the Obama Os. 


When Obama campaign chief Jim Messina signed off on hiring Reed, he told him, “Welcome to the team. Don’t f— it up.” As Election Day ended and the dust settled, it was clear: Reed had not f—– it up.


The campaign had turned out more volunteers and gotten more donors than in 2008. Sure, the field organization was more entrenched and experienced, but the difference stemmed in large part from better technology. The tech team’s key products–Dashboard, the Call Tool, the Facebook Blaster, the PeopleMatcher, and Narwhal–made it simpler and easier for anyone to engage with the president’s reelection effort.


But it wasn’t easy. Reed’s team came in as outsiders to the campaign and, by most accounts, remained that way. The divisions among the tech, digital, and analytics team never quite got resolved, even if the end product has salved the sore spots that developed over the stressful months. At their worst, in early 2012, the cultural differences between tech and everybody else threatened to derail the whole grand experiment.


By the end, the campaign produced exactly what it should have: a hybrid of the desires of everyone on Obama’s team. They raised hundreds of millions of dollars online, made unprecedented progress in voter targeting, and built everything atop the most stable technical infrastructure of any presidential campaign. To go a step further, I’d even say that this clash of cultures was a good thing: The nerds shook up an ossifying Democratic tech structure, and the politicos taught the nerds a thing or two about stress, small-p politics, and the significance of elections.


YOLO: Meet the Obama Campaign’s Chief Technology Officer


If you’re a nerd, Harper Reed is an easy guy to like. He’s brash and funny and smart. He gets you and where you came from. He, too, played with computers when they weren’t cool, and learned to code because he just could not help himself. You could call out nouns, phenomena, and he’d be right there with you: BBS, warez, self-organizing systems, Rails, the quantified self, Singularity. He wrote his first programs at age 7, games that his mom typed into their Apple IIC. He, too, has a memory that all nerds share: Late at night, light from a chunky monitor illuminating his face, fingers flying across a keyboard, he figured something out. 


TV news segments about cybersecurity might look lifted straight from his memories, but the b-roll they shot of darkened rooms and typing hands could not convey the sense of exhilaration he felt when he built something that works. Harper Reed got the city of Chicago to create an open and real-time feed of its transit data by reverse engineering how they served bus location information. Why? Because it made his wife Hiromi’s commute a little easier. Because it was fun to extract the data from the bureaucracy and make it available to anyone who wanted it. Because he is a nerd.


Yet Reed has friends, such as the manager of the hip-hop club Empire who, when we walk into the place early on the Friday after the election, says, “Let me grab you a shot.” Surprisingly, Harper Reed is a chilled vodka kind of guy. Unsurprisingly, Harper Reed read Steven Levy’s Hackers as a kid. Surprisingly, the manager, who is tall and handsome with rock ‘n’-roll hair flowing from beneath a red beanie, returns to show Harper photographs of his kids. They’ve known each other for a long while. They are really growing up.


As the night rolls on, and the club starts to fill up, another friend approached us: DJ Hiroki, who was spinning that night. Harper Reed knows the DJ. Of course. And Hiroki grabs us another shot. (At this point I’m thinking, “By the end of the night, either I pass out or Reed tells me something good.”) Hiroki’s been DJing at Empire for years, since Harper Reed was the crazy guy you can see on his public Facebook photos. In one shot from 2006, a skinny Reed sits in a bathtub with a beer in his hand, two thick band tattoos running across his chest and shoulders. He is not wearing any clothes. The caption reads, “Stop staring, it’s not there i swear!” What makes Harper Reed different isn’t just that the photo exists, but that he kept it public during the election.


Yet if you’ve spent a lot of time around tech people, around Burning Man devotees, around startups, around San Francisco, around BBSs, around Reddit, Harper Reed probably makes sense to you. He’s a cool hacker. He gets profiled by Mother Jones even though he couldn’t talk with Tim Murphy, their reporter. He supports open source. He likes Japan. He says fuck a lot.  He goes to hipster bars that serve vegan Mexican food, and where a quarter of the staff and clientele have mustaches.


He may be like you, but he also juggles better than you, and is wilder than you, more fun than you, cooler than you. He’s what a king of the nerds really looks like. Sure, he might grow a beard and put on a little potbelly, but he wouldn’t tuck in his T-shirt. He is not that kind of nerd. Instead, he’s got plugs in his ears and a shock of gloriously product-mussed hair and hipster glasses and he doesn’t own a long-sleeve dress shirt, in case you were wondering.


“Harper is an easy guy to underestimate because he looks funny. That might be part of his brand,” said Chris Sacca, a well-known Silicon Valley venture capitalist and major Obama bundler who brought a team of more than a dozen technologists out for an Obama campaign hack day.


Reed, for his part, has the kind of self-awareness that faces outward. His self-announced flaws bristle like quills. “I always look like a f—— idiot,” Reed told me. “And if you look like an a——, you have to be really good.”


It was a lesson he learned early out in Greeley, Colo., where he grew up. “I had this experience where my dad hired someone to help him out because his network was messed up and he wanted me to watch. And this was at a very unfortunate time in my life where I was wearing very baggy pants and I had a Marilyn Manson shirt on and I looked like an a——. And my father took me aside and was like, ‘Why do you look like an a——?’ And I was like, ‘I don’t know. I don’t have an answer.’ But I realized I was just as good as the guys fixing it,” Reed recalled. “And they didn’t look like me and I didn’t look like them. And if I’m going to do this, and look like an idiot, I have to step up. Like if we’re all at zero, I have to be at 10 because I have this stupid mustache.”


And, in fact, he may actually be at 10. Sacca said that with technical people, it’s one thing to look at their resumes and another to see how they are viewed among their peers. “And it was amazing how many incredibly well regarded hackers that I follow on Twitter rejoiced and celebrated [when Reed was hired],” Sacca said. “Lots of guys who know how to spit out code, they really bought that.”


By the time Sacca brought his Silicon Valley contingent out to Chicago, he called the technical team “top notch.” After all, we’re talking about a group of people who had Eric Schmidt sitting in with them on Election Day. You had to be good. The tech world was watching.


Terry Howerton, the head of the Illinois Technology Association and a frank observer of Chicago’s tech scene, had only glowing things to say about Reed. “Harper Reed? I think he’s wicked smart,” Howerton said. “He knows how to pull people together. I think that was probably what attracted the rest of the people there. Harper is responsible for a huge percentage of the people who went over there.”


Reed’s own team found their coworkers particularly impressive. One testament to that is several startups might spin out of the connections people made at the OFA headquarters, such as Optimizely, a tool for website A/B testing, which spun out of Obama’s 2008 bid. (Sacca’s actually an investor in that one, too.)


“A CTO role is a weird thing,” said Carol Davidsen, who left Microsoft to become the product manager for Narwhal. “The primary responsibility is getting good engineers. And there really was no one else like him that could have assembled these people that quickly and get them to take a pay cut and move to Chicago.”


And yet, the very things that make Reed an interesting and beloved person are the same things that make him an unlikely pick to become the chief technology officer of the reelection campaign of the president of the United States. Political people wear khakis. They only own long-sleeve dress shirts. Their old photos on Facebook show them canvassing for local politicians and winning cross-country meets.


I asked Michael Slaby, Obama’s 2008 chief technology officer and the guy who hired Harper Reed this time around, if it wasn’t risky to hire this wild guy into a presidential campaign. “It’s funny to hear you call it risky, it seems obvious to me,” Slaby said. “It seems crazy to hire someone like me as CTO when you could have someone like Harper as CTO.”


The Nerds Are Inside the Building


The strange truth is that campaigns have long been low-technologist, if not low-technology, affairs. Think of them as a weird kind of niche start-up and you can see why. You have very little time, maybe a year, really. You can’t afford to pay very much. The job security, by design, is nonexistent. And even though you need to build a massive “customer” base and develop the infrastructure to get money and votes from them, no one gets to exit and make a bunch of money. So, campaign tech has been dominated by people who care about the politics of the thing, not the technology of the thing. The websites might have looked like solid consumer Web applications, but they were not under the hood.


For all the hoopla surrounding the digital savvy of President Obama‘s 2008 campaign, and as much as everyone I spoke with loved it, it was not as heavily digital or technological as it is now remembered. “Facebook was about one-tenth of the size that it is now. Twitter was a nothing burger for the campaign. It wasn’t a core or even peripheral part of our strategy,” said Teddy Goff, digital director of Obama for America and a veteran of both campaigns. Sure, the ’08 campaign had Facebook cofounder Chris Hughes, but Hughes was the spokesman for the company, not its technical guy. The ’08 campaigners, Slaby told me, had been “opportunistic users of technology” who “brute forced and bailing wired” different pieces of software together. Things worked (most of the time), but everyone, Slaby especially, knew that they needed a more stable platform for 2012.


Campaigns, however, even Howard Dean’s famous 2004 Internet-enabled run at the Democratic nomination, did not hire a bunch of technologists. Though they hired a couple, like Clay Johnson, they bought technology from outside consultants. For 2012, Slaby wanted to change all that. He wanted dozens of engineers in-house, and he got them.


“The real innovation in 2012 is that we had world-class technologists inside a campaign,” Slaby told me. “The traditional technology stuff inside campaigns had not been at the same level.” And yet the technologists, no matter how good they were, brought a different worldview, set of personalities, and expectations.


Campaigns are not just another Fortune 500 company or top 50 website. They have their own culture and demands, strange rigors and schedules. The deadlines are hard and the pressure would be enough to press the T-shirt of even the most battle-tested start-up veteran.


To really understand what happened behind the scenes at the Obama campaign, you need to know a little bit about its organizational structure. Tech was Harper Reed‘s domain. “Digital” was Joe Rospars’s kingdom; his team was composed of the people who sent you all those e-mails, designed some of the consumer-facing pieces of BarackObama.com, and ran the campaigns’ most-excellent accounts on Facebook, Twitter, Tumblr, video, and the like. Analytics was run by Dan Wagner, and those guys were responsible for coming up with ways of finding and targeting voters they could persuade or turn out. Jeremy Bird ran Field, the on-the-ground operations of organizing voters at the community level that many consider Obama’s secret sauce . The tech for the campaign was supposed to help the Field, Analytics, and Digital teams do their jobs better. Tech, in a campaign or at least this campaign or perhaps any successful campaign, has to play a supporting role. The goal was not to build a product. The goal was to reelect the president. As Reed put it, if the campaign were Moneyball, he wouldn’t be Billy Beane, he’d be “Google Boy.”


There’s one other interesting component to the campaign’s structure. And that’s the presence of two big tech vendors interfacing with the various teams–Blue State Digital and NGP Van. The most obvious is the firm that Rospars, Jascha Franklin-Hodge, and Clay Johnson cofounded, Blue State Digital. They’re the preeminent progressive digital agency, and a decent chunk–maybe 30 percent–of their business comes from providing technology to campaigns. Of course, BSD’s biggest client was the Obama campaign and has been for some time. BSD and Obama for America were and are so deeply enmeshed, it would be difficult to say where one ended and the other began. After all, both Goff and Rospars, the company’s principals, were paid staffers of the Obama campaign. And yet between 2008 and 2012, BSD was purchased by WPP, one of the largest ad agencies in the world. What had been an obviously progressive organization was now owned by a huge conglomerate and had clients that weren’t other Democratic politicians. 


One other thing to know about Rospars, specifically: “He’s the Karl Rove of the Internet,” someone who knows him very well told me. What Rove was to direct mail–the undisputed king of the medium–Rospars is to e-mail. He and Goff are the brains behind Obama’s unprecedented online fundraising efforts. They know what they were doing and had proven that time and again.


The complex relationship between BSD and the Obama campaign adds another dimension to the introduction of an inside team of technologists. If all campaigns started bringing their technology in house, perhaps BSD’s tech business would begin to seem less attractive, particularly if many of the tools that such an inside team created were developed as open source products.


So, perhaps the tech team was bound to butt heads with Rospars’s digital squad. Slaby would note, too, that the organizational styles of the two operations were very different. “Campaigns aren’t traditionally that collaborative,” he said. “Departments tend to be freestanding. They are organized kind of like disaster response–siloed and super hierarchical so that things can move very quickly.”


Looking at it all from the outside, both the digital and tech teams had really good, mission-oriented reasons for wanting their way to carry the day. The tech team could say, “Hey, we’ve done this kind of tech before at larger scale and with more stability than you’ve ever had. Let us do this.” And the digital team could say, “Yeah, well, we elected the president and we know how to win, regardless of the technology stack. Just make what we ask for.”


The way that the conflict played out was over things like the user experience on the website. Jason Kunesh was the director of UX for the tech team. He had many years of consulting under his belt for big and small companies like Microsoft and LeapFrog. He, too, from an industry perspective knew what he was doing. So, he ran some user interrupt tests on the website to determine how people were experiencing www.barackobama.com. What he found was that the website wasn’t even trying to make a go at persuading voters. Rather, everyone got funneled into the fundraising “trap.” When he raised that issue with Goff and Rospars, he got a response that I imagine was something like, “Duh. Now STFU,” but perhaps in more words. And from the Goff/Rospars perspective, think about it: the system they’d developed could raise $ 3 million *from a single email.* The sorts of moves they had learned how to make had made a difference of tens, if not hundreds of millions of dollars. Why was this Kunesh guy coming around trying to tell them how to run a campaign?


From Kunesh’s perspective, though, there was no reason to think that you had to run this campaign the same as you did the last one. The outsider status that the team both adopted and had applied to them gave them the right to question previous practices.


Tech sometimes had difficulty building what the Field team, a hallowed group within the campaign’s world, wanted. Most of that related to the way that they launched Dashboard, the online outreach tool. If you look at Dashboard at the end of the campaign, you see a beautifully polished product that let you volunteer any way you wanted. It’s secure and intuitive and had tremendously good uptime as the campaign drew to a close.


But that wasn’t how the first version of Dashboard looked.


The tech team’s plan was to roll out version 1 with a limited feature set, iterate, roll out version 2, iterate, and so on and so forth until the software was complete and bulletproof. Per Kunesh’s telling, the Field people were used to software that looked complete but that was unreliable under the hood. It looked as if you could the things you needed to do, but the software would keep falling down and getting patched, falling down and getting patched, all the way through a campaign. The tech team did not want that. They might be slower, but they were going to build solid products.


Reed’s team began to trickle into Chicago beginning in May 2011. They promised, over-optimistically, that they would release a version of Dashboard just a few months after the team arrived. The first version was not impressive. “Aug. 29, 2011, my birthday, we were supposed to have a prototype out of Dashboard, that was going to be the public launch,” Kunesh told me. “It was freaking horrible, you couldn’t show it to anyone. But I’d only been there 13 weeks and most of the team had been there half that time.”


As the tech team struggled to translate what people wanted into usable software, trust in the tech team–already shaky–kept eroding. By Februrary 2012, Kunesh started to get word that people on both the digital and field teams had agitated to pull the plug on Dashboard and replace the tech team with somebody, anybody, else.


“A lot of the software is kind of late. It’s looking ugly and I go out on this field call,” Kunesh remembered. “And people are like, ‘Man, we should fire your bosses man…. We gotta get the guys from the DNC. They don’t know what the hell you’re doing.’ I’m sitting there going, ‘I’m gonna get another margarita.’ “


While the responsibility for their early struggles certainly falls to the tech team, there were mitigating factors. For one, no one had ever done what they were attempting to do. Narwhal had to connect to a bunch of different vendors’ software, some of which turned out to be surprisingly arcane and difficult. Not only that, but there were differences in the way field offices in some states did things and how campaign HQ thought they did things. Tech wasted time building things that it turned out people didn’t need or want.


“In the movie version of the campaign, there’s probably a meeting where I’m about to get fired and I throw myself on the table,” Slaby told me. But in reality, what actually happened was Obama campaign chief Jim Messina would come by Slaby’s desk and tell him, “Dude, this has to work.” And Slaby would respond, “I know. It will,” and then go back to work.


In fact, some shake-ups were necessary. Reed and Slaby sent some product managers packing and brought in more traditional ones like former Microsoft PM Carol Davidsen. “You very much have to understand the campaign’s hiring strategy: ‘We’ll hire these product managers who have campaign experience, then hire engineers who have technical experience–and these two worlds will magically come together.’ That failed,” Davidsen said. “Those two groups of people couldn’t talk to each other.”


Then, in the late spring, all the products that the tech team had been promising started to show up. Dashboard got solid. You didn’t have to log in a bunch of times if you wanted to do different things on the website. Other smaller products rolled out. “The stuff we told you about for a year is actually happening,” Kunesh recalled telling the field team. “You’re going to have one log-in and have all these tools, and it’s all just gonna work.”


Perhaps most important, Narwhal really got on track, thanks no doubt to Davidsen’s efforts as well as Josh Thayer’s, the lead engineer who arrived in April. What Narwhal fixed was a problem that’s long plagued campaigns. You have all this data coming in from all these places — the voter file, various field offices, the analytics people, the website, mobile stuff. In 2008, and all previous races, the numbers changed once a day. It wasn’t real-time. And the people looking to hit their numbers in various ways out in the field offices–number of volunteers and dollars raised and voters persuaded–were used to seeing that update happen like that.


But from an infrastructure level, how much better would it be if you could sync that data in real time across the entire campaign? That’s what Narwhal was supposed to do. Davidsen, in true product-manager form, broke down precisely how it all worked. First, she said, Narwhal wasn’t really one thing, but several. Narwhal was just an initially helpful brand for the bundle of software.


In reality, it had three components. “One is vendor integration: BSD, NGP, VAN [the latter two companies merged in 2010]. Just getting all of that data into the system and getting it in real time as soon as it goes in one system to another,” she said. “The second part is an API portion. You don’t want a million consumers getting data via SQL.” The API allowed people to access parts of the data without letting them get at the SQL database on the backend. It provided a safe way for Dashboard, the Call Tool (which helped people make calls), and the Twitter Blaster to pull data. And the last part was the presentation of the data that was in the system. While the dream had been for all applications to run through Narwhal in real time, it turned out that couldn’t work. So, they split things into real-time applications like the Call Tool or things on the web. And then they provided a separate way for the Analytics people, who had very specific needs, to get the data in a different form. Then, whatever they came up with was fed back into Narwhal.


By the end, Davidsen thought all the teams’ relationships had improved, even before Obama’s big win. She credited a weekly Wednesday drinking and hanging-out session that brought together all the various people working on the campaign’s technology. By the very end, some front-end designers who were technically on the digital team had embedded with the tech squad to get work done faster. Tech might not have been fully integrated, but it was fully operational. High fives were in the air.


Slaby, with typical pragmatism, put it like this. “Our supporters don’t give a shit about our org chart. They just want to have a meaningful experience. We promise them they can play a meaningful role in politics and they don’t care about the departments in the campaign. So we have to do the work on our side to look integrated and have our shit together,” he said. “That took some time. You have to develop new trust with people. It’s just change management. It’s not complicated; it’s just hard.”


What They Actually Built


Of course, the tech didn’t exist for its own sake. It was meant to be used by the organizers in the field and the analysts in the lab. Let’s just run through some of the things that actually got accomplished by the tech, digital, and analytics teams beyond of Narwhal and Dashboard.


They created the most sophisticated e-mail fundraising program ever. The digital team, under Rospars leadership, took their data-driven strategy to a new level. Any time you received an e-mail from the Obama campaign, it had been tested on 18 smaller groups and the response rates had been gauged. The campaign thought all the letters had a good chance of succeeding, but the worst-performing letters did only 15 to 20 percent of what the best-performing e-mails could deliver. So, if a good performer could do $ 2.5 million, a poor performer might only net $ 500,000. The genius of the campaign was that it learned to stop sending poor performers.


Obama became the first presidential candidate to appear on Reddit, the massive popular social networking site. And yes, he really did type in his own answers with Goff at his side. One fascinating outcome of the AMA is that 30,000 Redditors registered to vote after president dropped in a link to the Obama voter registration page. Oh, and the campaign also officially has the most tweeted tweet and the most popular Facebook post. Not bad. I would also note that Laura Olin, a former strategist at Blue State Digital who moved to the Obama campaign, ran the best campaign Tumblr the world will probably ever see.


With Davidsen’s help, the Analytics team built a tool they called The Optimizer, which allowed the campaign to buy eyeballs on television more cheaply. They took set-top box (that is to say, your cable or satellite box or DVR) data from Davidsen’s old startup, Navik Networks, and correlated it with the campaign’s own data. This occurred through a third party called Epsilon: the campaign sent its voter file and the television provider sent their billing file and boom, a list came back of people who had done certain things like, for example, watched the first presidential debate. Having that data allowed the campaign to buy ads that they knew would get in front of the most of their people at the last cost. They didn’t have to buy the traditional stuff like the local news, either. Instead, they could run ads targeted to specific types of voters during reruns or off-peak hours. 


According to CMAG/Kantar, the Obama’s campaign’s cost per ad was lower ($ 594) than the Romney campaign ($ 666) or any other major buyer in the campaign cycle. That difference may not sound impressive, but the Obama campaign itself aired more than 550,000 ads. And it wasn’t just about cost, either. They could see that some households were only watching a couple hours of TV a day and might be willing to spend more to get in front of those harder-to-reach people.


The digital and tech teams worked to build Twitter and Facebook Blasters, a project that had the code name Täärgus for some reason. With Twitter, one of the company’s former employees, Mark Trammell, helped build a tool that could specifically target individual users with direct messages. “We built an influence score for the people following the [Obama for America] accounts and then cross-referenced those for specific things we were trying to target, battleground states, that sort of stuff.” Meanwhile, the teams also built an opt-in Facebook outreach program that sent people messages saying, essentially, “Your friend, Dave in Ohio, hasn’t voted yet. Go tell him to vote.” Goff described the Facebook tool as “the most significant new addition to the voter contact arsenal that’s come around in years, since the phone call.”


Last but certainly not least, you have the digital team’s Quick Donate. It essentially brought the ease of Amazon’s one-click purchases to political donations. “It’s the absolute epitome of how you can make it easy for people to give money online,” Goff said. “In terms of fundraising, that’s as innovative as we needed to be.” Storing people’s payment information also let the campaign receive donations via text messages long before the Federal Elections Commission approved an official way of doing so. They could simply text people who’d opted in a simple message like, “Text back with how much money you’d like to donate.” Sometimes people texted much larger dollar amounts back than the $ 10 increments that mobile carriers allow.


It’s an impressive array of accomplishments. What you can do with data and code just keeps advancing. “After the last campaign, I got introduced as the CTO of the most technically advanced campaign ever,” Slaby said. “But that’s true of every CTO of every campaign every time.” Or, rather, it’s true of one campaign CTO every time.


Exit Music


That next most technically advanced CTO, in 2016, will not be Harper Reed. A few days after the election, sitting with his wife at Wicker Park’s Handlebar, eating fish tacos, and drinking a Daisy Cutter pale ale, Reed looks happy. He had told me earlier in the day that he’d never experienced stress until the Obama campaign, and I believe him.


He regaled us with stories about his old performance troupe, Jugglers Against Homophobia, wild clubbing, and DJs. “It was this whole world of having fun and living in the moment,” Reed said. “And there was a lot of doing that on the Internet.”


“I spent a lot of time hacking doing all this stuff, building websites, building communities, working all the time, ” Reed said, “and then a lot of time drinking, partying, and hanging out. And I had to choose when to do which.”


We left Handlebar and made a quick pit stop at the coffee shop, Wormhole, where he first met Slaby. Reed cracks that it’s like Reddit come to life. Both of them remember the meeting the same way: Slaby playing the role of square, Reed playing the role of hipster. And two minutes later, they were ready to work together. What began 18 months ago in that very spot was finally coming to an end. Reed could stop being Obama for America’s CTO and return to being “Harper Reed, probably one of the coolest guys ever,” as his personal Web page is titled.


But of course, he and his whole team of nerds were changed by the experience. They learned what it was like to have–and work with people who had– a higher purpose than building cool stuff. “Teddy [Goff] would tear up talking about the president. I would be like, ‘Yeah, that guy’s cool,’ ” Reed said. “It was only towards the end, the middle of 2012, when we realized the gravity of what we were doing.”


Part of that process was Reed, a technologist’s technolgoist, learning the limits of his own power. “I remember at one point basically breaking down during the campaign because I was losing control. The success of it was out of my hands,” he told me. “I felt like the people I hired were right, the resources we argued for were right. And because of a stupid mistake, or people were scared and they didn’t adopt the technology or whatever, something could go awry. We could lose.”


And losing, they felt more and more deeply as the campaign went on, would mean horrible things for the country. They started to worry about the next Supreme Court justices while they coded.


“There is the egoism of technologists. We do it because we can create. I can handle all of the parameters going into the machine and I know what is going to come out of it,” Reed said. “In this, the control we all enjoyed about technology was gone.”


We finished our drinks, ready for what was almost certainly going to be a long night, and headed to our first club. The last thing my recorder picked up over the bass was me saying to Harper, “I just saw someone buy Hennessy. I’ve never seen someone buy Hennessy.” Then, all I can hear is that music.

Jason Mraz to make historic appearance in Myanmar

NASHVILLE, Tenn. (AP) — Jason Mraz will make history next month when he performs in Myanmar to raise awareness about human trafficking.

Mraz will headline a free outdoor concert on Dec. 16 at People's Square in Yangon, at the base of Shwedagon Pagoda.

The Grammy-winning singer-songwriter is believed to be the first international artist to perform an open-air concert in the country. The show includes local acts and is hosted by MTV EXIT, the music channel's initiative to raise awareness about human trafficking and exploitation.

"That's pretty exciting," Mraz said of the history involved, "and I'm going there with an enormous amount of gratitude and respect, and I hope we can actually make a difference. I hope it's also a testament to the songs. I've always wanted my songs to be about healing and self-empowerment, and if this is the way MTV is acknowledging that, then I am incredibly grateful."

The show, which will include local acts, will be broadcast on Myanmar national television and will air on MTV's international network in 2013. Mraz hosted a similar concert in the Philippines last year. He first became interested in the issue about four years ago when he attended the Freedom Awards, an annual salute to those working against human exploitation put on by the organization Free the Slaves.

"I thought this was something that was abolished when Abraham Lincoln signed the Emancipation Proclamation, but all it did is become hidden from our view," Mraz said in a phone interview from Zurich, Switzerland. "There was a recent estimate that there are about 27 million people enslaved on the planet, certainly due to hard economic times not just in the Western world but certainly in Third World countries. Humans as a commodity is a great way to run your business. So I signed on, lent my voice, lent my music to the cause."

Myanmar is opening itself to the world since a military junta ceded power to a new elected government last year. President Thein Sein's government has pushed the country toward democracy, and this Monday Barack Obama is scheduled to become the first sitting U.S. president to visit the country.

Mraz says there is concern predators will prey on the vulnerable in this time of great flux. The concert offers an opportunity to "educate, empower and engage." The 35-year-old singer says he plans to tailor his show to the message.

"I do curate a set list that I feel is going to be part of that educate, empower and engage (theme)," he said. "Obviously songs like 'I'm Yours,' 'I Won't Give Up' are great examples. Or '93 Million Miles' is a new one where it's about believing in yourself. And a lot of my songs are about that, about believing in yourself and really going for your dreams. Those are the kinds of songs I'll be playing at that show."

EU drug regulator OKs Novartis' meningitis B shot

LONDON (AP) — Europe's top drug regulator has recommended approval for the first vaccine against meningitis B, made by Novartis AG.

There are five types of bacterial meningitis. While vaccines exist to protect against the other four, none has previously been licensed for type B meningitis. In Europe, type B is the most common, causing 3,000 to 5,000 cases every year.

Meningitis mainly affects infants and children. It kills about 8 percent of patients and leaves others with lifelong consequences such as brain damage.

In a statement on Friday, Andrin Oswald of Novartis said he is "proud of the major advance" the company has made in developing its vaccine Bexsero. It is aimed at children over two months of age, and Novartis is hoping countries will include the shot among the routine ones for childhood diseases such as measles.

Novartis said the immunization has had side effects such as fever and redness at the injection site.

Recommendations from the European Medicines Agency are usually adopted by the European Commission. Novartis also is seeking to test the vaccine in the U.S.

WASHINGTON (AP) — Ex-CIA Director David Petraeus told lawmakers during private hearings Friday that he believed all along that the deadly attack on the U.S. consulate in Libya was a terrorist strike, even though that wasn't how the Obama administration initially described it publicly.

The retired four-star general addressed the House and Senate intelligence committees as questions continue to persist over what the Obama administration knew in the immediate aftermath of the Sept. 11 attacks and why their public description did not match intelligence agencies' assessments.

Lawmakers said Petraeus testified that the CIA's draft talking points written in response to the assault on the diplomat post in Benghazi that killed four Americans referred to it as a terrorist attack. But Petraeus told the lawmakers that reference was removed from the final version, although he wasn't sure which federal agency took out the reference.

Democrats said Petraeus made it clear the change was not made for political reasons during President Barack Obama's re-election campaign.

"The general was adamant there was no politicization of the process, no White House interference or political agenda," said Rep. Adam Schiff, D-Calif. "He completely debunked that idea."

But Republicans are still critical of the administration's handling of the case. Sen. Marco Rubio, R-Fla., said Petraeus' testimony showed that "clearly the security measures were inadequate despite an overwhelming and growing amount of information that showed the area in Benghazi was dangerous, particularly on the night of September 11."

Petraeus, who had a long and distinguished military career, was making his first Capitol Hill testimony since resigning last week in disgrace over an extramarital affair with his biographer Paula Broadwell. Lawmakers said he did not discuss that scandal except to express regret about the circumstances of his departure and say that Benghazi had nothing to do with his decision to resign.

Petraeus testified that the CIA draft written in response to the raid referred to militant groups Ansar al-Shariah and al-Qaida in the Islamic Maghreb but those names were replaced with the word "extremist" in the final draft, according to a congressional staffer. The staffer said Petraeus testified that he allowed other agencies to alter the talking points as they saw fit without asking for final review, to get them out quickly.

The staffer wasn't authorized to discuss the hearing publicly and described Petraeus' testimony to The Associated Press on a condition of anonymity.

Sen. Mark Udall, D-Colo., said Petraeus explained that the CIA's draft points were sent to other intelligence agencies and to some federal agencies for review. Udall said Petraeus told them the final document was put in front of all the senior agency leaders, including Petraeus, and everyone signed off on it.

"The assessment that was publicly shared in unclassified talking points went through a process of editing," Udall said. "The extremist description was put in because in an unclassified document you want to be careful who you identify as being involved."

Rep. Peter King, R-N.Y., said it's still not clear how the final talking points emerged used by U.N. Ambassador Susan Rice five days after the attack when the White House sent her to appear in a series of television interviews. Rice said it appeared the attack was sparked by a spontaneous protest over an anti-Muslim video.

"The fact is, the reference to al-Qaida was taken out somewhere along the line by someone outside the intelligence community," King said. "We need to find out who did it and why."

King said Petraeus had briefed the House committee on Sept. 14 and he does not recall Petraeus being so positive at that time that it was a terrorist attack. "He thought all along that he made it clear there was terrorist involvement," King said. "That was not my recollection."

Schiff said Petraeus said Rice's comments in the television interviews "reflected the best intelligence at the time that could be released publicly."

"There was an interagency process to draft it, not a political process," Schiff said. "They came up with the best assessment without compromising classified information or source or methods. So changes were made to protect classified information.

Sen. Kent Conrad, D-N.D., said it's clear that Rice "used the unclassified talking points that the entire intelligence community signed off on, so she did completely the appropriate thing." He said the changes made to the draft accounts for the discrepancies with some of the reports that were made public showing that the intelligence community knew it was a terrorist attack all along.

Lawmakers spent hours Thursday interviewing top intelligence and national security officials, trying to determine what intelligence agencies knew before, during and after the attack. They viewed security video from the consulate and surveillance footage by an unarmed CIA Predator drone that showed events in real time.

The congressional staffer told the AP that they also watched the cellphone video that has been on YouTube showing U.S. Ambassador Chris Stevens being carried out by people who looked like they were trying to rescue him.

Xi takes China's helm with many tough challenges

BEIJING (AP) — Long-anointed successor Xi Jinping assumed the leadership of China on Thursday as the ruling Communist Party confronts slower economic growth, a public clamor to end corruption and demands for change that threaten its hold on power.

The country's political elite named Xi to the top party post and unexpectedly put him in charge of the military too, after a weeklong party congress and months of divisive bargaining.

The appointments give him broad authority, but not the luxury of time. After decades of juggernaut growth, China sits on the cusp of global pre-eminence as the second largest economy and newest power, but it also has urgent domestic troubles that could frustrate its rise.

Problems that have long festered — from the sputtering economy to friction with the U.S. and territorial spats with Japan and other neighbors — have worsened in recent months as the leadership focused on the power transfer. Impatience has grown among entrepreneurs, others in the new middle class and migrant workers — all wired by social media and conditioned by two decades of rising living standards to expect better government, if not democracy.

All along, police have continued to harass and jail a lengthening list of political foes, dissidents, civil rights lawyers and labor activists. A 14-year-old Tibetan set himself on fire in western China on Thursday, in the latest of more than 70 self-immolations Tibetans have staged over the past 20 months in desperate protests against Chinese rule.

In his first address to the nation, Xi, a 59-year-old son of a revolutionary hero, acknowledged the lengthy agenda for what should be the first of two five-year terms in office. He promised to deliver better social services while making sure China stands tall in the world and the party continues to rule.

"Our responsibility now is to rally and lead the entire party and the people of all ethnic groups in China in taking over the historic baton and in making continued efforts to achieve the great renewal of the Chinese nation," a confident Xi said in nationally televised remarks in the Great Hall of the People.

He later said "we are not complacent, and we will never rest on our laurels" in confronting challenges — corruption chief among them.

By his side stood the six other newly appointed members of the Politburo Standing Committee: Li Keqiang, the presumptive premier and chief economic official; Vice Premier Zhang Dejiang; Shanghai party secretary Yu Zhengsheng; propaganda chief Liu Yunshan; Tianjin party secretary Zhang Gaoli; and Vice Premier Wang Qishan, once the leadership's top troubleshooter who will head the party's internal watchdog panel.

Xi gave no hint of new thinking to address the problems. The lack of specifics and the new leadership heavy with conservative technocrats deflated expectations for change in some quarters.

"We should be expecting more of the same, not some fundamental break from the past," said Dali Yang of the University of Chicago.

Fundamental for the leadership is to maintain the party's rule, he said. "They are not interested in introducing China's Gorbachev" — the Soviet leader whose reforms hastened the end of the Soviet Union — Yang said.

Many of the challenges Xi confronts are legacies of his predecessor, Hu Jintao. In addition to relinquishing his role as party chief, having reached the two-term maximum, Hu also stepped down from the party commission that oversees the military. The move is a break from the past in which exiting party leaders kept hold of the military portfolio for several years.

During Hu's 10 years in office, policies to open up China to trade and foreign investment begun by his predecessors gathered momentum, turning China into a manufacturing powerhouse and drawing tens of millions of rural migrants into cities. Easy credit fueled a building boom, the Beijing Olympics and the world's longest high-speed rail network. At the same time, Hu relied on an ever-larger security apparatus to suppress protests, even as demonstrations continued to rise.

"More and more citizens are beginning to awaken to their rights and they are constantly asking for political reform," said rights activist Hu Jia, who has previously been jailed for campaigning for AIDS patients and orphans. "The Communist Party does not have legitimacy. It is a party of dictatorship that uses violence to obtain political power. What we need now is for this country's people to have the right to choose who they are governed by."

Chief among the problems Xi and his team will have to tackle is the economy. Though Hu pledged more balanced development, inequality has risen and housing costs have soared. Over the past year, the economy has flagged, dragged down by anemic demand in Europe and the U.S. for Chinese products and an overhang from excessive lending for factories and infrastructure.

With state banks preferring to lend to state-run companies or not at all, private entrepreneurs have had to turn to unofficial money-lenders.

"The bank just asked me to wait," said Deng Mingxin, who runs a zipper factory with 10 employees in Jiangsu province. "Maybe it's because I didn't offer enough 'red envelopes'" — a reference to bribes.

The World Bank warns that without quick action, growth that fell to a three-year low of 7.4 percent in the latest quarter may fall to 5 percent by 2015 — a low rate for generating the employment and funding the social programs Beijing holds as key to keeping a lid on unrest. Analysts and Beijing's own advisers have said it needs to overhaul its strategy and nurture consumer spending and services to meet its pledge of doubling incomes by 2020.

"China will need a very different economy in the next decade," said Citigroup economist Minggao Shen.

In foreign policy, the U.S. and other partners are looking for reassurance that China's policy remains one of peaceful integration into the world community. Tensions have flared in recent months between China, Japan and the Philippines over contested islets in the East and South China Seas. Mistrust has also grown with the U.S. as it diverts more military and diplomatic resources to Asia in what Chinese leaders see as containment.

Fresh in office, Xi can ill-afford to bow to foreigners, crossing a nationalistic public and a military that may still be uncertain about his leadership.

"The leaders can't look like they are being soft on the U.S. or foreign policy because they will lose power in terms of people," said Robert Lawrence Kuhn, a business consultant and author of the book "How China's Leaders Think." Kuhn expects more tough rhetoric than action in the months ahead, but expects Xi's leadership to develop a more nuanced foreign policy as it consolidates its authority at home.

Of all the knotty long-term challenges, few threaten to derail China's march to a more prosperous society more than its rapidly aging society. Baby boomers whose labor manned the factories and construction sites are starting to retire. Meanwhile fewer Chinese are entering the workforce after a generation of family planning limits and higher incomes led to smaller families.

If left unchecked, the trend will further stress already pressed social security funds.

Scrapping the rule that limits many families to one child would help in the long run, and is being urged by experts. But the leadership for years has delayed change, in part because it sees smaller families and fewer births as having helped raise incomes overall.

"China has wasted some time and opportunities partly because its growth over the last 10 years was so spectacular," said Wang Feng, director of the Brookings-Tsinghua Center for Public Policy and an expert on China's demographics. "Now it no longer has that luxury."

MSG announced Thursday that Billy Joel, The Who, Alicia Keys and Jon Bon Jovi will also perform at the Dec. 12 show, dubbed "12-12-12." More performers will be announced at a later date.

Proceeds from the concert will go to the Robin Hood Relief Fund to benefit those affected by Sandy in New York, New Jersey and Connecticut. Sandy's assault more than two weeks ago created widespread damage and power outages throughout the area.

Diabetes rates rocket in Oklahoma, South

NEW YORK (AP) — The nation's diabetes problem is getting worse, and health officials say the biggest changes have been in Oklahoma and a number of Southern states.

The diabetes rate in Oklahoma more than tripled over 15 years, and also boomed in Southern states like Kentucky, Georgia and Alabama.

Most cases are the kind of diabetes linked to obesity. Health officials believe extra weight explains the increases in the South and Southwest. They also say the rates overall are up because people with diabetes are living longer.

The Centers for Disease Control and Prevention issued the state report Thursday.

The diabetes rate more than doubled in several Northern states, too, including Washington, Idaho, Montana, Wyoming, South Dakota, Minnesota, Missouri, Ohio and Maine.

Jihad Misharawi, a BBC Arabic correspondent who lives in Gaza, tragically became part of the story he's been covering on Wednesday, when an Israeli airstrike killed his 11-month-old son.


A chilling photo showing Misharawi carrying his son's body through al-Shifa hospital in Gaza City was published by the Associated Press and printed on the front page of Thursday's Washington Post.


According to Paul Danahar, the BBC's Middle East bureau chief, Misharawi's sister-in-law was also killed in the the airstrike that hit his home in Gaza. Misharawi's brother was also seriously wounded, Danahar said.


"This is a particularly difficult moment for the whole bureau in Gaza," BBC World editor Jon Williams wrote in a memo to colleagues. "We're fortunate to have such a committed and courageous team there. It's a sobering reminder of the challenges facing many of our colleagues."


At least 10 Palestinians, including Hamas military chief Ahmed al-Jabari, were killed during the Israeli airstrikes on Wednesday, Palestinians officials said.


Israel launched the operation in response to successive days of rocket fire coming out of Gaza. Hamas, meanwhile, warned Jabari's assassination "had opened the gates of hell."

Report: Sri Lankan war was grave failure for UN

UNITED NATIONS (AP) — A draft United Nations report obtained by The Associated Press on Wednesday said inadequate efforts by the world body to protect civilians during the bloody final months of Sri Lanka's civil war marked a "grave failure" that led to suffering for hundreds of thousands of people.

The report accused U.N. staff in Colombo of not perceiving that preventing civilian deaths was their responsibility and accused their bosses at U.N. headquarters of not telling them otherwise. A separate U.N. report released last year said up to 40,000 ethnic minority Tamil civilians may have been killed in the war's final months.

"This report is a benchmark moment for the U.N. in the same way that Rwanda was," said Gordon Weiss, a former U.N. spokesman in Sri Lanka.

It accused U.N. officials and member states of being reluctant to interfere and leaving the conflict in a "vacuum of inaction." It also said the political conditions after the Sept. 11, 2001, attacks in the U.S. made countries less likely to stop a government fighting against a group — the Tamil Tiger rebels — that many had branded a terrorist organization.

The official report was being released Wednesday at the United Nations in New York.

"The report concludes that the United Nations system failed to meet its responsibilities, highlighting in particular the roles played by the Secretariat, the agencies and programs of the U.N. country team and the members of the Security Council and the Human Rights Council," said Secretary-General Ban Ki-moon's spokesman, Martin Nesirky, on Wednesday.

The draft report was compiled by a committee headed by former U.N. official Charles Petrie. It investigated U.N. actions as the quarter-century war between the government, dominated by the ethnic Sinhalese majority, and minority Tamil rebels ended in 2009 in a wave of violence.

The BBC first reported on the draft report Tuesday.

The draft report painted a picture of a U.N. operation reluctant to criticize the government or accuse it of killing civilians with artillery bombardments, out of concern the government would respond by limiting U.N. humanitarian access — even through U.N. aid workers were barred from the northern war zone in late 2008.

Top U.N. officials in the country repeatedly worked to soften statements to remove casualty figures and accusations of possible war crimes against the government, the report said. When death tolls its staff was compiling were released, top officials dismissed them as unverified despite the rigorous methodology being used, the report said.

When U.N. satellite images confirmed heavy artillery shelling in the war zone and showed far more civilians there than the government claimed, the top U.N. official in Sri Lanka downplayed the evidence in a letter to the government, the report said. At the same time, member states did not hold a single formal meeting on the conflict in its final months in the Security Council, Human Rights Council or the General Assembly.

"The UN set itself up for failure, in Sri Lanka," the report said.

The report also accused the government of working to intimidate U.N. staff, of withholding visas of those critical of the government and of planting false allegations against them in the media.

Petraeus affair and the role of biographers

NEW YORK (AP) — The affair between retired Army Gen. David Petraeus and author Paula Broadwell is but an extreme example of the love/hate history between biographers and their subjects.

Even before their outing led to Petraeus' resignation as CIA director, Broadwell had been criticized for the rosy tone of "All In," which The Associated Press described in 2011 as "part hagiography and part defense" of his strategy in Iraq and Afghanistan. But as long as biographies are written by and about human beings, scientific precision will remain an ideal. The stories of famous women and men often are colored by rapture and disenchantment, confusion and bias.

"As with psychiatrists, same with biographers, you shouldn't sleep with your subject," Blake Bailey, the prize-winning biographer of authors John Cheever and Richard Yates, said with a laugh.

"The ideal case is to have no assumptions. ... But it is possible to write a great book and have strong opinions. ('Eminent Victorians' author) Lytton Strachey, the father of all modern biographers, had a very distinctive voice and a very distinctive perspective — a person looking down from the world at a great distance, quite disparagingly, but with vast humor that informs every word."

Broadwell conducted extensive interviews with both critics and supporters of Petraeus, but the finished story was overwhelmingly positive. She is far from alone in allowing personal or professional regard to shape a biography, especially when the subject cooperates. Flattering books come out all the time, whether a biography of Dick Cheney by Weekly Standard writer Stephen Hayes or Chris Matthews' "Jack Kennedy: Elusive Hero."

Years spent together, as Broadwell had with Petraeus in Afghanistan, can make the biographer's experience intensely personal, whether sexual or not. Walter Isaacson did not avoid the unpleasant side of Steve Jobs, but acknowledged he had bonded strongly with the dying Apple CEO. Doris Kearns Goodwin was an aide to Lyndon Johnson who sometimes took notes while the ex-president lay in her bed, a relationship that she called platonic and described in her book on him, "Lyndon Johnson and the American Dream."

Some relationships end in court. Jimmy McDonough spent years working on an authorized biography of Neil Young, only to have Young withdraw support and attempt to stop publication, leading to mutual lawsuits and delay in the release of "Shakey," which came out in 2002. Some biographers seem energized by perceived sins, like the late Albert Goldman and his takedowns of Elvis Presley and John Lennon. Others use scholarship to build up or pick apart a figure from the distant past. Jon Meacham's new biography of Thomas Jefferson praises him as a subtle and effective politician, while a competing book, Henry Wiencek's "Master of the Mountain," faults Jefferson as a calculating slave holder who tolerated brutality.

David McCullough has likened the biographer's choice to picking a roommate, one you must live with for years. McCullough himself abandoned a Picasso book out of distaste for the painter's private life and chose men he related to for his two Pulitzer Prize winning presidential biographies, Harry Truman and John Adams. Former JFK aide Arthur M. Schlesinger Jr. won a Pulitzer for "A Thousand Days," his book on the Kennedy administration. But his reverence for the late president led Gore Vidal to dismiss "A Thousand Days" as a "political novel."

Biography often is the art of reconciling opposites. Robert Caro, the prize-winning biographer of New York municipal builder Robert Moses and Lyndon Johnson, has taken on men who have both inspired and dismayed him. A former investigative journalist, Caro sees his job as collecting as much information as possible and only then forming opinions. There is no such thing as "objective truth," he says, but there are enough "objective facts" to bring you close.

For his Moses and Johnson books, Caro has relied upon countless documents and interviews. He has labeled his Johnson series, begun soon after the president's death and still going, as a narrative of darkness and light, of the basest cruelty and the noblest achievement. His Moses book, "The Power Broker," was another epic of greatness and destruction and even more complicated to write because he actually interviewed Moses.

"You were awed by seeing the scope of his vision as he talked about it to you and explained it to you. You see him standing in front of this map, with a yellow pencil and sharp point, just gesturing toward this tri-state area that he sees as one entity and has a vision for it," says Caro, whose book was harshly criticized by Moses, but won the Pulitzer in 1975 and is now standard reading.

"But I was simultaneously talking to the people he had displaced, hounded them out of their homes. You have to show both of these things, his genius and its effect on people."

Authors have followed paths they never imagined before starting a book or encountering the subject. Edmund Morris was a prize-winning biographer of Theodore Roosevelt, but the chance to write about a living president led him to take unusual license. Granted years of access to Ronald Reagan, Morris was left so mystified that he inserted a fictionalized version of himself into the book, "Dutch," as a way of making sense out of the president.

Jane Leavy, author of a well-regarded biography on Mickey Mantle, said she had a hard time starting the book because of her childhood worship for the New York Yankees star. She decided the best way to move ahead was to acknowledge up front her memories, and map out the life of the flawed and troubled man she came to know and to hear about.

"He was multidimensional and far more complicated than the hagiographic biographies I read in school or the dark stories about him being a womanizer and an offensive drunk," she says. "No one is one way or another. The fact he was horrible to his wife doesn't invalidate his skill. So the task became why he treated people the way he did. And that's the biographer's job."

Ireland probes death of ill abortion-seeker

DUBLIN (AP) — The debate over legalizing abortion in Ireland flared Wednesday after the government confirmed that a miscarrying woman suffering from blood poisoning was refused a quick termination of her pregnancy and died in an Irish hospital.

Prime Minister Enda Kenny said he was awaiting findings from three investigations into the death of Savita Halappanavar, a 31-year-old Indian who was 17 weeks pregnant. Her case highlights the bizarre legal limbo in which pregnant women facing severe health problems can find themselves in predominantly Catholic Ireland.

Ireland's constitution officially bans abortion, but a 1992 Supreme Court ruling found the procedure should be legalized for situations when the woman's life is at risk from continued pregnancy. Five governments since have refused to pass a law resolving the confusion, leaving Irish hospitals reluctant to terminate pregnancies except in the most obviously life-threatening circumstances.

In practice the vast bulk of Irish women wanting abortions, an estimated 4,000 per year, simply travel next door to England, where abortion has been legal on demand since 1967. But that option is difficult, if not impossible, for women in failing health.

University Hospital Galway in western Ireland declined to say whether doctors believed Halappanavar's blood poisoning could have been reversed had she received an abortion rather than wait for the fetus to die on its own. In a statement, it described its own investigation into the death, and a parallel probe by the national government's Health Service Executive, as "standard practice" whenever a pregnant woman dies in a hospital. The Galway coroner also planned a public inquest.

Savita Halappanavar's husband, Praveen, said doctors determined she was miscarrying within hours of her hospitalization for severe pain on Sunday, Oct. 21. He said that over the next three days doctors refused their requests for an abortion to combat her surging pain and fading health.

"Savita was really in agony. She was very upset, but she accepted she was losing the baby," he told The Irish Times in a telephone interview from Belgaum, southwest India. "When the consultant came on the ward rounds on Monday morning, Savita asked if they could not save the baby, could they induce to end the pregnancy? The consultant said: 'As long as there is a fetal heartbeat, we can't do anything.'

"Again on Tuesday morning ... the consultant said it was the law, that this is a Catholic country. Savita said: 'I am neither Irish nor Catholic,' but they said there was nothing they could do," Praveen Halappanavar said.

He said his wife vomited repeatedly and collapsed in a restroom that night, but doctors wouldn't terminate the fetus because its heart was still beating.

The fetus died the following day and its remains were surgically removed. Within hours, Praveen Halappanavar said, his wife was placed under sedation in intensive care with blood poisoning and he was never able to speak with her again. By Saturday her heart, kidneys and liver had stopped working and she was pronounced dead early Sunday, Oct. 28.

The couple had settled in 2008 in Galway, where Praveen Halappanavar works as an engineer at the medical devices manufacturer Boston Scientific. His wife qualified as a dentist but had taken time off for her pregnancy. Her parents in India had just visited them in Galway and left the day before her hospitalization.

Praveen Halappanavar said he took his wife's remains back to India for a Hindu funeral and cremation Nov. 3. News of the circumstances that led to her death emerged Tuesday in Galway after the Indian community canceled the city's annual Diwali festival. Savita Halappanavar had been one of the festival's main organizers.

Opposition politicians appealed Wednesday for Kenny's government to introduce legislation immediately to make the 1992 Supreme Court judgment part of statutory law. Barring any such bill, the only legislation defining the illegality of abortion in Ireland dates to 1861 when the entire island was part of the United Kingdom. That British law, still valid here due to Irish inaction on the matter, states it is a crime punishable by life imprisonment to "procure a miscarriage."

In the 1992 case, a 14-year-old girl identified in court only as "X'' successfully sued the government for the right to have an abortion in England. She had been raped by a neighbor. When her parents reported the crime to police, the attorney general ordered her not to travel abroad for an abortion, arguing this would violate Ireland's constitution.

The Supreme Court ruled she should be permitted an abortion in Ireland, never mind England, because she was making credible threats to commit suicide if refused one. During the case, the girl reportedly suffered a miscarriage.

Since then, Irish governments twice have sought public approval to legalize abortion in life-threatening circumstances — but excluding a suicide threat as acceptable grounds. Both times voters rejected the proposed amendments.

Legal and political analysts broadly agree that no Irish government since 1992 has required public approval to pass a law that backs the Supreme Court ruling. They say governments have been reluctant to be seen legalizing even limited access to abortion in a country that is more than 80 percent Catholic.

Coincidentally, the government said it received a long-awaited expert report Tuesday night proposing possible changes to Irish abortion law shortly before news of Savita Halappanavar's death broke. The government commissioned the report two years ago after the European Court of Human Rights ruled that Ireland's inadequate access to abortions for life-threatening pregnancies violated European Union law.

An abortions right group, Choice Ireland, said Halappanavar might not have died had any previous government legislated in line with the X judgment. Earlier this year, the government rejected an opposition bill to do this.

"Today, some 20 years after the X case, we find ourselves asking the same question: If a woman is pregnant, her life in jeopardy, can she even establish whether she has a right to a termination here in Ireland?" said Choice Ireland spokeswoman Stephanie Lord.

Yet the World Health Organization identifies Ireland as an unusually safe place to be pregnant. Its most recent report on global maternal death rates found that only three out of every 100,000 women die in childbirth in Ireland, compared with an average of 14 in Europe and North America, 190 in Asia and 590 in Africa.
